Human Rights Violations Monthly Bulletin (November 2025)

Summary

This monthly bulletin is a record of human rights violations committed in various areas of Kachin State during November 2025, where the State Administration Council (SAC) and an unidentified armed group deliberately fired heavy and small weapons at civilians. According to the report, eight civilians were injured by these attacks. In addition, a total of five people, including two children, were killed.

During November, SAC troops repeatedly carried out attacks in Hpakant Township using military aircraft and heavy artillery, resulting in severe civilian casualties. It has been observed that no accountability has been taken for these civilian deaths. Furthermore, the SAC continues to shell not only Hpakant Township but also other townships.

Recommendations

1. It is necessary to protect and maintain public security.

Measures must be urgently taken to ensure the safety of civilians so that their lives are not put at risk.

2. Independent investigations must be carried out immediately.

Independent investigative bodies need to take swift action to ensure justice regarding civilian deaths and injuries.

3. Assistance for the injured must be provided as quickly as possible.

Civilians who have been wounded should receive prompt medical treatment, mental health support, and essential humanitarian assistance such as food, clothing, and shelter.
