Kachin State has been an area heavily affected by conflict, with high security risks. Since fighting between the Myanmar Military (Tatmadaw@SAC) and Kachin Independence Army (KIA) resumed on 9 June 2011, civilians have suffered from forced displacement and severe human rights violations.Since the military coup on 1 February 2021, the active conflict zone has spread to cover the entire country, and security risks fighting have intensified, and human rights violations against civilians have increased. Moreover, the Myanmar Military has often blocked transportation of people and goods, communication and internet access across areas in Kachin State.

Since 21 July 2024, telecom and internet access has been entirely cut off throughout the state. In September, only one telecom operator was reconnectable in a few big towns, and limited Wi-Fi could be used by paying between MMK 10000- 30000 per hour. Due to the connectivity blockages mentioned above, the human rights violations against civilians in Kachin State are not well known among the public. Therefore, the Kachin Human Rights Watch Group collected and reported cases of human rights violations in the state, with the aim of systematically recording and raising public awareness on the violations.
