Statement on Internet Outages in Kachin State
Reference No. 004 / 2024
Date: J u l y 2 7 / 2 0 2 4
Since July 21, 2024, Kachin State, Myanmar, has been experiencing severe phone call and internet outages imposed by the Myanmar military coup d’état. This disruption follows the military council’s enactment of conscription laws on February 10, 2024, which has led to frequent interruptions in communication services. These actions flagrantly violate Article 19 of the Universal Declaration of Human Rights (UDHR). Our organization vehemently opposes the military coup’s internet shutdown in Kachin State and calls for the immediate restoration of communication freedoms.
The ongoing phone call and internet outages have severely undermined political stability and obscured the truth for the public. As of today, the Myanmar military council has enforced a widespread internet blackout across Kachin State for the past six days. Our organization is deeply concerned that this disruption coincides with a surge in violent actions by the military, including the use of both large and small arms in civilian areas, arbitrary arrests of young people, and increased violence and abuse against women. These actions by the Myanmar military coup d’état not only exacerbate human rights abuses but also further jeopardize the safety and well-being of the people in Kachin State.
Therefore, Kachin Human Rights Watch (KHRW) calls on the Myanmar military coup d’état to immediately cease the internet disconnection in Kachin State.
